Can someone tell me why it doesn't seem like my speed is actually increased. I am using a buff to be able to use this nano. So hopefully someone can tell me...

I buff all the time to use Fixer speed nanos on my Agent and there's always a speed boost. It just might be that the RunSpeed boost is simply too small for you to notice. You'll definitely notice it later though when you can use the better run buffs.

Wait until you get GSF : I always feel slow when I don't have it running, despite my 1110 runspeed when unbuffed.
