Can heal while -60 from NR1 perk :D

Weird that in some ways its weaker than Glorious Healing...
74 more min healing, but 4 less max healing.
.06 sec faster cast, but .13sec slower cooldown.
Glorious healing costs 27 less in BioMet and MatterMet.
