no, not shopable, but rollable. BUT: for some strange reason it can only be rolled in mission lvls 122-142. if you try rolling it at its own lvl (83ish), you'll only come up with Greater Hold Victim (lvl 132). might be a bug, or might be on purpose, cuz the lvl 83 version is simply better (lower defence skills, lower reqs).
