Got this on at level 13 with QL 50 head, ear, eye, and hand imps, comp attrib, comp nano, TS/MC masteries, Old English Trading Co. pistol (x2), and the +3 int armed forces quest helmet (on a Solitus).

Forgot to mention that I have SL, so I was able to get Neuronal Stimulator from an NT. That, along with comp attrib and 3 pieces of Nova Dillon armor gave me the INT needed to get the implants in. I had to put in a waist imp that had a "max nano" cluster in order to have enough nanopool to cast this (I think after casting I had about 5 nano energy left, lol).
