Yes it was casted by a level 60 engie from the neutral org "Underworld". You need friends (to get the +10 ring from inferno) and cash (for a set of AI armor) and some twink skills and you can do it also =)

lol i saw two ppl at the same time in totw that had twinked a slayer... they were fighting over azzy, but he got supremely raped w/two slayers ganking him =P

twinking a slayer at lvl 60 can REALLY help u in the long run because then at lvl 62 u can self-cast warbot =)

This bot is not OE at 682 MC/TS. Taking off one of my buffing items dropped me to 680, and the bot would not respond to my commands. So 680-681 is the OE threshold.
