Annoying when people beg me for a fixer RS buff, they have this on, and keep insisting they don't have a better RS buff running.

Does it work in IS? Since there is a runspeed buff that works there, so wonder if there is any evades one too. (RS buff that works=Velocity)

I belive fixer gsf buff (and RI) are stacking on "major evade buff" Which is not allowed in IS. That leaves this one out as well.
