Running? I'd rather fire off fears when running. It helps escaping when the mobs are going the other way than you. And if you have more than 2-3 mobs chasing, you're f'ed anyway.

I think there is something bugged with taunt. I usually spam this when in team and dont remember taking agg while spamming dmg nukes that have lower taunt aggs like hell.

This is very useful in pvp. You can either nuke the person, or you can mitigate about half their damage and prevent them from healing half the time. You do the fucking math.

instacast 5.43 seconds they are stunned, 3.77 seconds left on recharge. then start over... why wouldn't you use it?
