power of three is in "psionic: burst buffs" does that mean it stacks with this nano since it's in "space: burst buffs"?

No, it does not stack with power of three, which you can see by clicking on the "Burst buffs" link under school. It will show the buffs that are in the same school and thus will overwrite another in the same school with lesser NCU cost.

Hmm....what settings should the mission terminals be on to roll this?? As far as I am aware mission settings make absolutely no difference to mission reward.

engy has a better one but it stacks with pistol mastery, so quite handy when gimping on a new pistola
