Yeah, I'm a froob and I can just barely cast this at level 200. It's a bit of a hassle though, I need composite nano, mochams, a 132, a +15 level buff and the enfo db nanodeck.

^^ oh the old + 15 levels buff. I like it. No froobs can't use it level locked for both casting on an casting. I think Or it's just level locked on casting on target. An level 200 would be able to use it to buff others. But Idk
