it is "on use user cast" it cast -100 NR on caster

That's the player/mob you cast it on that gets -100 NR.

By the looks of it. it actually casts the NR debuff on the CASTER. Let's look at the mp "Mind quake" line for example. We all know it will do damage and cast a debuff on the target. Look at one of the mp Mind quake nano's and you'll see it says "Target Cast...." debuffing the target. Here it says User, therefore, debuffing the caster.

then under the debuff it says target modify so i guess testing would have to be done

1 line for each piece of program....dmg's target for Energy -1581 .. -3692, debuffs caster with -100NR (ROFL FC) and taunts the target for 3574...
This nano is a joke....i bet dopes from fc think that crats cant do enuf pvm dmg, cuz this surely aint no pvp nano...

I have no idea but a lot of the "improved" nanos come out of SL.

Quest reward from Corporal Ashley Winstead at Hole In the Wall Bronto Burger

You have to be lvl 120+ to get the quest that gives you this nano. (I tried getting it on my 100 crat, and was very disapointed when Ashley told me I had to be 120+ to get the final quest)

It's not a joke. It doesn't say user modify....When you cast it, it uploads -100 NR to the target.

Yea but -inits cant be used on mid lvls, plus this is good in situations with mobs that are on the edge of resisting your nukes...if u manage to land this, u got a bigger chance to land sth else :)

Nerf lack of edit: Plus this is veri nice in pvp aswell :)

791-1846 in pvp. That is very nice since my crat can already cast this at 120 ( when you first get the quest)
