Yes, but at 150 Mongo is enough to keep agg anyway, and the HP difference between this and CS probably isn't worth it that level for the mount of IP needed, not worth it until TL6 where agg starts being a pain to keep.

CS seems to be better for me for tl5 twink as it gives energy ac and this one gives cold. Most troubles enf will meet at tl5 will be pere wearing solds who do energy dmg so CS = 24 dmg less every hit. Maybe its not too much but still better than nothing.
