Target NPC type == 98 is a req to use it.

You cant use the staff unless you are targeting your mezz pet.

They could have at least had it cast "comp mochams" and "comp nano" as well, so you don't still have to buff your pet even with the crappy-buffing-stick.
(I should note that buffing the heal pet with nanoskills makes no difference... just mezzy)

Mezz pet mezzing is based on pm/si nanoskills. You want your mezz pet to land mezzes better you line up this, comp mochams or PM/SI mochams if you can't cast CM, and comp nano for maximum buffage.
Note to MPs: This is usable with the Shield of Zset.

Im still confused, it seems the target needs to be an npc... so does that mean any npc or just friendly npc?

not realy available as a Nano Chrystal, the Crystal is just a "fake".
When you get the "Mesmerizing Staff of Francois" from Scheol Quest, just rickclick the Staff and get the Nano in your Nano-listing. You will be able to buff it to your mezzpet but it won't take effect (applied to Pet's NCU) unless youhave equiped the Staff.
Don't know about "Healing Staff of Alcofribas Nasier" but should be same.

The three staves (This one, healing staff, and Julian Redfire), as well as APF box nano summon weapons and shield of zset all flag the same cyberdeck (User Set flag Cyberdeck 0x00000007) meaning you can use all three nanos (+80 nanoskills for mezz pet, +12% heal eff for heal pet, +300 aao for attack pet) with any of these 5 weapons equipped. Definitely worth getting all of them, and they do decent damage and have great attack rating if you dont mind melee.
