cant get faster then capped time and its 2s not 1s

Regsvr32 items that make the recharge shorter do not affect casting of nano programs only the skills that are locked are affected, like using first aid kit, graft etc. etc. etc..

Way way back in early AO Nano-Init affected the recharge on Nanos too . Was nerfed when NT´s started going crazy with AoE-Nukes on Towers.
