Actually, it gives you a total of 13 MC. MC is 80% dependant of intelligence (80% of 45 = 36) so you have an MC bonus increasing of 9 through the intelligence boost. Plus the 4 points of MC (modifier included in the nanoformula).

Now I get it, i was wondering about your math there a sec Gib. 4 points of abilities raises 1 skill point so 36 skill points is 9 in base and then the 4+... see Never read forums on Saturdays hehe
