what is the idea of this to have augmented CD u have to be lvl 100 and this nano is outdated by then

yeah, but you can use the LE cyberdeck now to cast this at 75

Yeah, its typical FC thinking when these nukes first came out. Give them a certain level req, and then make the item you need to cast it a higher lvl, complete failure imo.
Since LE of course the stripped cyberdeck now allows use of the lower SL nukes at the level reqs...but, the low level SL nukes are pretty crappy compared to RK ones - ql for ql then sure SL nukes are better (nasty nano cost tho), but because of the level locks you can't 'twink' SL nukes thereby making all RK nukes better until you hit late TL4, early TL5.
