where do you get it? Does it stack with other evade nanos or perks?

Get it in ely santuary and no it does not stack with fleet foot (rubika spell) and fleet foot is better then this spell.

even elusive target is better than this, you would need 1k base evade to get the same result than with elusive, and still you would miss on dodge and duck... talk about utterly useless piece of ...
