You can buy it in the Proffessional building in Jobe, just trade with the keeper. Its the last guy to the right.

This is not sold in any of the IPS buildings. I have been looking around but can't find it anywhere. Im guessing its a drop or something :/

Most keepers skip this, however it is a lot more useful than the lowbie imminence auras.
