10% stun is pretty good at that lvl.. you probably get it at lvl 35 if you arent doing 100% nano skills.

W/ a ql59 brain spirit, I was barely casting this on my 60 shade. think i needed ct, don't recall. Nanoskills were never a priority of mine though

Ive finally met requirements to cast it at lvl 52 (nano skill spirits seem to be impossible to find, ive farmed around 15 backpacks of ql 1-70 spirits and there was not a single one chest and brain with nano skills). So ive met the requirements to cast lvl 25 locked nano at lvl 52 just to find that my nano pool is around 300 and it requires 700+ ...
