Yes, I believe a high lvl player can buff a low lvl player...IF You are in the same team with them and provided you have enough NCU to hold the buff. If I am mistaken any info is helpful. :-)

this nano IS lvl restricted so u cant get the buff below lvl 25 and u cant get buffed by higher NCU buffs till u dont reach lvl required for the certain of em ;)
PS: pls dont PM me in game for NCU buffs if u r below 25...

yep the first thing Fixer must do, when someone asks to buff NCU, is check lvl :P

All nanos in this nanoline drops only from dynabosses. They are a common drop, not hard to find.

Sub has a 25 lvl cap now, so i dont see why the lvl lock on this nano still exists ><
