Operating at a frequency much lower than is audible, these sonic effects synchronize every 20 seconds; any friends close to the bureaucrat during that synchronization will receive a temporary mood-enhancing effect. This mood-enhancing effect increases nano resistance.

Where do you get these Motivational and Demotivational Speeches? I've never seen them in shops.

they're mission reward and boss loot only.

Some of them can be found as Instruction Discs though. Claws Camp drop them often... *sigh* as in opposition to the promised Nullity Sphere.
