Operating at a frequency much lower than is audible, these sonic effects synchronize every 20 seconds; any friends close to the bureaucrat during that synchronization will receive a temporary mood-enhancing effect. This mood-enhancing effect increases both the chance to hit and also the chance of avoiding an attack.
