You can find it in either the superior nano vender or the advanced nano vender in the shops

You can use this or a better warp to get some loot sold in Foremans. Just use an engineers warp beacon to get the trader there, and the walk into the grid sell it in OA, then warp them back. and then you never have to run back and forth to Foremans.
