This tradeskill is special, since almost anyone can do it. Level 1 character might need some twinking, but even for it it's not beyond grasp. However, most players will break and give up, simply because components (in right ql range) are hard to come by.
Like name suggest, Secondary Eyemutant Heart drops from Eyemutants. However, droprate ain't that good, so be prepared to spend some time in their company. And since it only exists as ql 10 item, you'll have buy rest of stuff according to this.
Every other item needed can be bought in Pharmacy and Chemistry terminals. Antiseptic Jar should be ql 10 or 11 (and one needs to use low level tradeskiller, since you can bump up products in ql) and a ql 13 or lower Treatment Laboratory Bot-Injector. For the rest of items you don't have to be that precise, just shop for ql 9+.
Once you assemble all the components, you can get busy.
