When I spoke with him, he asked me if I liked tattoos.. when I told him yes, I was given a free sample which turned out to be an Omni Tattoo.

If you are not so sure about getting a tattoo, the artist will explain exactly how the tattoos work and that they are infact not permanent at all with todays technology.

The artist also has some tattoos for sale. These appear to be alike those you can gain as mission rewards.
